The only pre-req is to have completed the other Thieves Guild quests (Darkness Returns, Imitation Amnesty, Silver Lining, Summerset Shadows, The Dainty Sload). After that "Under New Management" just consists of doing five jobs (probably your "mini-quest") in each hold. After you've completed 5 jobs in a hold, you are given a reputation quest with that hold. Complete one of those for every one of the four holds and Under New Management is completed.

Honestly I don't know. You might be able to; I know you can collect some artifacts before quests direct you to them. Oh, do you have the game for the PC? If so you can probably solve the entire issue with console commands.

I believe killing Silus (the quest-giver) before the quest starts will automatically cause the quest to fail (you can check in your log to see if this happened). Since you get the dagger upon completion of the quest, that means it would be impossible for you to get it without reloading a previous save.

He uses the PC version and console commands to get around things you aren't supposed to be able to do. That's not available to console users at all, nor PC players who don't want to use them.

There have actually been quite a few threads here about this issue. Most of the people that have this seem to be on the consoles, in which case all you can really do is reload a previous save and hope it doesn't happen again. Since you're fortunate enough to have the PC version, your options don't have the same limits thanks to the god-sends that are console commands. Here are some commands you can try. player.setlevel <#>Sets current level to whatever number you select player.advlevelForces a level up (note you can't pick a perk just with this, you have to use " player.addperk <PerkID> "). I would try to "unfreeze" the leveling system with those before anything else. You will hopefully begin leveling normally. If not, the worst case has you leveling up using console commands; much better than having to restart completely.
