Now, I assumed this was because Nightblade hadn't been released yet and not because there's any sort of class locking (which would go pretty heavily against Elder Scrolls design philosophy). I haven't been involved with the beta personally, but I do know that they've restricted the events to certain factions / races / locations / etc to test those specific things and then move on to something else for future beta events.
