It's a phrase generically repeated all the time by guards across Skyrim. Since it's repeated so often, it's turned into an internet meme - something that people view as humorous and change slightly to add variations. In the game, the phrase means that the guard saying it was once an adventurer, but was injured in battle by taking an "arrow to the knee." As a result, the injury hurt the guards mobility permanently, and he quit his life as an adventurer to be a town guard. You can read up on the meme side of it here - http://knowyourmeme....row-in-the-knee

I just find it hilarious because every guard in Skyrim used to be an adventure, but then they took the arrow to the knee.
