Unfortunately you're only able to have 1 wife. Even if your spouse dies - or if you kill her - you are unable to remarry. Just one spouse, ever.

Are you talking about the quest Discerning the Transmundane? If so, you transcribe the lexicon with a dwemer puzzle located deep in the Alftand ruins. You can solve the puzzle by completing the following steps with the controls:
Press the second button from the right until the Lexicon opens and the third button from the right lights up. Press the third button until you see the overhead lenses directing light onto the sphere, and the fourth button lights up. You upload them directly from your computer. Its basically the same thing as Imgur.
Anyways, I'm pretty sure I know what the issue is. The pictures you were adding to the thread the other day are pretty large -- 500-800 KB. The image size limit for regular members in the gallery was ~250KB. I've increased it to 800KB, so you should try again.

Make sure you go into your quest log and mark it as your active quest. If that's already the case, then it is unusual.

I checked again and couldn't reproduce this. However, it occurred to me that you may be using the incorrect page up/down keys on your keyboard.
Skyrim typically uses the keys that I outlined in yellow. The keys on the number pad (outlined in red) will not work without some additional fiddling around on your part. This distinction may be important depending on the type / layout of your keyboard (e.g. some keyboards don't have a number pad, and thus only have one set of up/down keys).
Do you have a second keyboard that you could test with? You could also experiment with the on-screen keyboard that Windows has.

First, here are a few non-console/cheating options.
The novice hood is found in Helgen Keep during Unbound and raises your magicka by 30 points. So even if you're level 1, you'll have 130 magicka. Visit the Temple of the Divines in Solitude and activate the shrine of Julianos to obtain +25 magicka from the Blessing of Julianos. If you have the Dragonborn DLC, you may choose the power Secret of Arcana from the black book Filament and Filigree. Spells will cost no magicka for 30 seconds. Wear Fortify Magicka apparel. Drink Fortify Magicka potions. The very last option is probably your best bet since fortify magicka potions are everywhere even at early levels.
If you'd rather just cheat, the following console commands will work.
player.setav magicka 150The shortest possible command would be the following...
tgm... Which toggles "God Mode." Spells won't cost magicka. You'll probably want to turn it off right after (by entering it again), though, as it removes all challenge/fun from the game.

The quest the amulet(s) are used in is Return to Grace, so double check the quest's status since that will influence how you can solve the issue.
You can also use the following console command, assuming you have 4 amulets.
player.drop 000CC846 4Note that this will drop the actual essential quest item separately from the ones that are not needed, i.e. there will probably be two stacks of dropped amulets -- one of 1 and one of 3. I would keep the independent one (if this happens) so you're not screwed if you ever need it for the quest.

Golden Touch isn't an in-game perk, it's an achievement / trophy (depending on the Steam / Live / PSN terminology). This is why you couldn't unlock it again after reloading your saves -- it was already synced / unlocked in your Steam / Live / PSN account. It's a one-time thing.

Yep, the "Dark Brotherhood Foreber" quest is radiant, meaning that it generates generic targets and goes on forever.
Try the following console command. It will most likely just end your current radiant quest and not remove the "Dark Brotherhood Forever" entry from your quest log, though.

You can do the Jagged Crown glitch with either Hadvar or Ralof, so it doesn't matter if you've already joined the Imperials. Just redo the quest, save often, and keep track of them. If they disappear, just reload from the most recent autosave.

To maximize your experience gain, remember to use The Mage Stone and a sleeping bonus (e.g. Well Rested) before you start power-leveling.
Honestly, I haven't kept up-to-date on how Enchanting experience works. I know they've changed it a few times since I played. According to the wiki, the most cost-effective approach to crafting enchanted items is to enchant armor pieces with either the Muffle or Waterbreathing effect, as these effects use their maximum power even when using petty soul gems. If you use lesser soul gems, fortify sneak will be slightly better.
So you're going to want to buy / smith as many of the following items to enchant as possible, depending on the enchantment / soul gems you decide to use.
Waterbreathing: helms, rings, and necklaces Muffle: boots, arm slot items and jewellery Fortify Sneak: necklaces, gloves, rings, boots -

Galathil, a bosmer in the Ragged Flagon (Riften), will change your appearance for 1,000 gold. I haven't done it in awhile, but there's a high probability that the game will bring up your character's existing sliders when you do this. After that it's just a matter of writing them down.

There's a reason nothing is working. I don't know how to tell you this, but... Unfortunately, ataxia is a permanent condition that will slowly turn your character into a vegetable. You either have to reload a save from before you were infected or create a new character.
....
Just kidding. You can cure it the following ways.
Consume a potion of Cure Disease. Visit a Temple of the Divines and pray at the altar. Eat garlic bread. But as you said, you've done those things already. If your active effects menu is indeed clear of ataxia, but you still have people bothering you about looking ill... Well, that's a known bug.

This means you're infected with Sanguinare Vampiris, which is the precursor to becoming a vampire. From the time you're initially infected, you have exactly 3 in-game days to consume a Cure Disease potion to cure yourself just like any other sickness.
After the three days have passed, you will become a stage 1 vampire. This is where you have to begin "feeding" to stay at the lower stages. Note that "feeding" means killing / drinking the blood of an NPC -- eating food and sweet-rolls won't solve it! To cure yourself at this stage, you must complete a short quest by talking to Falion in Morthal.
