ok im doing the main questline and im trying to do the peace council quest but i cant talk to ulfric stormcloak until i do the jagged crown quest

so i cant do the jagged crown quest because when i try to talk to galmor all he says is i cant believe ou got ulfric to talk to the empire what do i do?????? i cant load back far enough to get out of this so im stuck
