That is not a glitch, it is part of the Dawnguard DLC. It is the cocoon of a chaurus turned into a chaurus hunter. It looks like it is open so it will not do anything until it re spawns. There are intact versions that will burst open releasing the chaurus hunters for you to fight if you are detected and get too close. for more information on chaurus / chaurus hunters check the below links.
