So i have this bug, I've completed taking over Whiterun, Now I've been told you report to Ulfric and when I do nothing happens, I don't get an option to report to him, so then i go back to Whiterun(which isn't on the map due to the quest) and Jarl Balgruuf is still there...sitting on the throne after he surrendered, has this happened to anyone else? I've loaded a previous save and it's still the same, I've fast traveled, slept, went to jail, attacked Ulfric and Balgruuf and nothing seems to be working, Help please? i really don't want to start a new game or go back further than I need to.
