The Mind of Madness: Pelagius' Night Terrors Bug

I'm at the part where you are in the head of Pelegrius, I zap him a wolf appears; I zap the wolf, it becomes a goat, then I zap him again. Next a bandit is supposed to appear, well in my game the bandit appears dead and naked and I can't shoot her. I don't wanna restart but I think I might have to.

Does anything happen if you zap Pelegius before the dead bandit chief?

 

Do you have any mods installed? I found one user this issue that had obis, obisdb and bandit patrols installed. If so, disable all of your mods before attempting the quest again. Also, if you do have the PC version, you can skip this portion of the quest with console commands.
