I know I've seen people talking about this. I'm doing the Reunification of Skyrim, and I've been promoted to Legate. Tullius gives me my armor, but my journal still says I've got to report to him. He has a quest marker over his head, but no new dialogue. I'm tried all the fixes I've found through extensive googling. I've tried attacking him, waiting, just going ahead to the next camp to talk to Rikke, everything. I even played ahead on the main quest and then talked to him again, no dice. Does anyone have any idea how to get past this? I'm alright with even skipping Fort Amol, I'd just really like to see the final battle with Ulfric. Any help is much appreciated, I've been struggling with this for weeks.
