pieces of the past HELP!!!!!

So I'm level 43 and no courier has came to me and given me an invitation to the dawnstar museum. Can someone please help me! I've kept all my letters and searched all my quests. Also the enchantment on my Bloodsythe and Soulrender don't work. the mana for it goes down when i use them but the effects don't happen. please help!!

At or above level 20, the quest can be initiated by speaking to Silus Vesuius in Dawnstar.

You should try going to the museum even if you dont have the letter, maybe when you talk to the dude he will trigger the quest
