Can't reach the forsworn leader!

Ok, I killed Nepos but now when I go to Eltys only two guards are waiting for me. Instead of having someone try and arrest me I have an Imperial soldier telling me to get out. People tell me to wait 24 hours but he just keeps coming back and I can't kill him. Any ideas?

If you sided with the imperials which I'm assuming you did it does that I've had the same problem but it dident bother me because I have many profiles

Are you using the PC version? If so, open the console and enter the following command.

setstage ms02 10

That should start the next quest, which is right after you are supposed to be arrested.
