Slotting active skills from unequip'ed armor and weapons?

I regret I never tried this in the beta as it seems counter-intuitive; however, I have now read a couple of sources that claim this is possible. Has anyone confirmed this is true or not?

Examples to clarify:

You are wearing 7 light armor but slot the heavy armor active.

You are wielding a bow but are still able to slot skills from resto staff.

The above assumes you have trained said skills.

The base armor Actives don’t have an armor type requirement, so you can use them once you learn them but the morph part does and all the passives do. e.g.

Immovable

  • Cast Time: Instant / Self
  • Cost: 56 Stamina
  • +17 armor and spell resistance for 8 seconds.
  • Immune to knockback and disabling effects for duration.
  • Morphs
    • Immovable Brute: Increased melee damage for each piece of heavy armor equipped.
    • Unstoppable: Increased duration for each piece of heavy armor equipped.

Weapon active and passives are a different story some work some you need the weapon equipped.

Yeah, you could, but you won't be able to use them.

 

This is only true for weapon abilities. Armor abilities don't have any restrictions beyond the level requirement and skill point spent on it.  The morphs however provide bonuses that are affected by wearing the respective armor types.

 

I think Anullment's Harness Magicka Morph is the only one that adds something that can be used regardless of armor worn, but it's new effect is still made better by wearing light armor.
