ESO will have it's own built-in guild system of some sort, but they certainly won't offer the same feature set we do. In all MMO's, the larger / more legitimate guilds all utilize fan-site advertising, hosting and/or organization that's separate from the game, like what you find here. Basically, you should set-up and establish your guild here and implement whatever system of organization you come up with. Once the game releases, you will already have a significant advantage over others. Chances are the guild system in ESO will be limited to a private chat and related features since the game is already largely faction based (this is just speculation, nothing is really known yet).
