shops wont open

I kinda raged in whiterun and then went to jail and I hav noticed there is hardly anyone in whiterun and none of the shops are open I waited every hour but no use even the warmaidens is closed and ther us no one outside Them I did kill some people but how do u get them to respawn I hav Waite d 250 hours

Citizens don't respawn. Unless you load a save prior to your rampage, you're out of luck, unfortunately.
