Never mind, this has been resolved. Turns out all I had to do was sleep in my bed at the Manor for 12+ hours before adoption became available. I'm not sure how the entire fucking internet managed to bypass this fact, since apparently it has helped plenty of people before me. Anyhow, happy dragon slaying.

I've bought the Lakeside Manor by Falkwreath and I have the bedroom wing, furnished with two children's beds and two children's chests. I've done the quests making adoption available at the orphanage, but when I go there to see the owner she tells me I do not have any rooms for children. She keeps repeating that I need beds and chests, blah blah. There is NO option whatsoever to buy a children's room, I was told just getting the beds and chests would work but it clearly does not. What's up? What am I doing wrong? This has been bugging me for several hours. Please. God. Help.
