I think in the latest patch they made it so wait time does not count toward respawning mines. Try to forget about the mine, I know it's difficult to not go back and check but don't do it because as soon as you enter the mine the timer resets to zero.

I don't know what to tell you other than to forget about it for a while. Do some side quests or fus ro dah Lydia off High Hrothgar. Don't let a simple chest not respawning make or break your attitude, just have fun for a while then try again!

First find the book "The Legend of Red Eagle" then finish the quest and finally go to the top of Sundered Towers and find the book (which furthers the quest and gives a more powerful version of the sword)

Try reloading an earlier save, then, instead of killing them, just wait the two or three days it takes to refill chests.

Try loading a save right before that happened( so you lose minimal save data.) If that doesn't help post the situation in finer detail.
